I think they are referring to the weight of 17" wheel and not the size of the wheel itself. Go for lighter weight of any size will definitely help in pick up the speed and fuel consumption category.

Just keep in mind that the weight of bigger tire usually weight more as well.

Also, heavier tire and wheel won't make you lose hp, it will only make you lose pick up speed. Once you get on the speed place like highway, then lighter and heavier wheel are not much difference except lighter one provide better stopping distance when you need to.
