If you cut the bump stops you get that much extra suspension travel before the bump stop starts compressing, and acting like another spring. What you don't want is the car riding on the bump stops as it will not allow the suspension to perform properly. As long as there is enough bump stop compression allowed before the strut rod bottoms out your o.k. I think someone has tested this and cutting is o.k if I remenber right.
