yes, when we have a TSB (technical service bulletin) on our tech stream its only a quick reference to certain customer comlaints. its not necessary a "recall" because its not life threating, but a mechanic malfuction in the vehicle that happens and can usually only do anything about it if the customer complains about it.

toyota keeps track of all the custom complaints that are recorded and when they have an issue that happens abnormally too often they investigate and usually fix the problem with a new product. before the TSB when people comlain about this they usually call the tech hotline and they will tell u what other techs around the world did to fix the problem. before it was just replacing it with the same part number. then the TSB comes out with a NEW part number. its basicly the same but redisigned.

so yes, you are getting a new part reguardless, but if there is a TSB on that particular issue like the VVTI cam gear, u will get the newest and latest disgned part.

as far as dropping the motor, i worked for Lexus, and the IS250 requires u to drop the engine if you screw up the timing cuz the timing cover is also part of the sub-oilpan which you cannot get off without dropping the motor out from the bottom.
as for the yaris, i have yet needed to pull the covers off or even see how its engineered but im sure you dont have to drop the motor to get the timing chain off.
i think CTscott is a toyota dealership mech and he would be able to help u ALOT more. that guy is a master of his craft for sure
