Actually, pulling up an example on TireRack.com, I see that a 195/60 R15 will work on a 5.5" to 7" rim, so the simple answer to your question is: Yes a 195 is fine on a 185 spec rim.

You will increase the tire height by 12mm with a 195/60 vs a 185/60.
