If you have a look at the strut assembly i can hardly find any reason why this could be normal. There must be something wrong. The upper cap prevents the whole thing from moving down.
Did u put the first nut in the right place below the big black rubber thing?

Imagine the damage to the tower if the top hat was clamped down tight.
