???? If it's ABS plastic, you may be able to fix it with ABS pipe cement. Find it in the plumbing section of the hardware store next to the PVC cement. Find an inconspicuous spot on the back side of the bumper, clean it off with some fine grit sand paper and put a drop of glue on. If you can't chip it off when it dries, it should do the trick.
