As far as i understand, i don't think the landlord know which unit used more water than other, since they only got one water METER.

Obviously, if that's the case. So why is this even a thread?

I can't believe we are living in the USA and we have to strict/limit for water.

Try that argument in Southern California. Or Nevada.
