why would you get a ticket or get sued? I could see if you were running without them when it was raining.
though there is usually a low pressure zone at the cowl on most cars, I would assume that the low pressure zone on the yaris is much smaller given the short hood and the slope of the front. that would mean that the advantage of lessening the drag at that point would be greater than on other cars. admittidly it is a small advantage but it is still an advantage. everything makes a difference. nothing makes ZERO difference. sometimes it's good sometimes it's bad.
