Okay upon further investigation and after someone else looking at it, the drive belt is still intact, but is off completely, not snapped.

As for the pulley in question, it appears now to be the air conditioning compressor pulley.

Is it normally possible for this to break up? Also would I be able to replace the pulley or would the entire compressor need replacing?
