Assuming that your wheel has been covered up by a hubcap, its most likely accumulated a bit of dirt, grime, and rust over the past few years. You'll want to clean up that stuff to make your wheels a bit shinier. For instance:

Add trim rings to that and you've got hot looking wheels on the cheap. A more permanent solution is to spray paint them as BEEF did, which is for sure the better solution if you have the time.
