Two words; Body Shop.

When you hit the wall, the bumper cover compressed, bent, twisted and such as it absorbed the impact. This resulted in all the stress cracks and compromised the adhesion of the paint to the bumper.

There is no way to fix this yourself to any degree of satisfaction.
