When you say vibration, where are you feeling it? In the steering wheel? In your feet? In the seat? Is it more a noise, or a feeling? When you rotate the tires, does it change at all?

Yes, shocks/struts should be done in pairs. It's possible you have a bad dampener, and you're feeling the whole assembly bounce up and down on the freeway. Should show up on tires as hand sized flat-spots on the tread if so.
