It won't affect the tune at all. As for downsides the only upside is that low load driving will usually see lower operating temps. The biggest downside is that it will cause more wear since you generally sit below normal operating temp during that low load driving. The real results for the cooling system comes with the rad, shroud, and fan. Then lastly water pump if need be.
