Hub spacers and wheel spacers are one and the same AFAIK. Disc brakes or drums will not affect your use of wheel or hub spacers as long as the spacer clears the hub (hub spacer bore not smaller than factory hub bore).

No they are not. Hub spacers are bolted in place between the axle and the hub. Wheel spacers sit on either the disc or drum and are held in place by the wheel when it is bolted onto its studs.
