Use the clear coat to your advantage to take a bunch of cash off the asking price. Them grab some 2 stage clear coat in a rattle can and sand off the old clear coat to put down the new stuff.

It will take some time but it will last a long time

Do you have a particular brand of two stage you'd recommend? I am new to clear coat repair.

Also, what about plasti-dipping the car? Something like this: www.dipyourcar.com

DipYourCar is very cool! I think you'd still have to sand the peeling clear coat to get good contact surface.

I haven't used anything personally but I've heard good things about Eastwood products. Just make sure it's a 2 stage and not a single stage clear coat
