"no-holes" license plate bracket is in stock!
This uses the tow hook receptable -- it's very nice stainless kit, with three height positions for your license plate.

I like the use of that tow hook receptacle area, but it doesn't hug the car close enough for me. I would always be worried about mashing it or bending it somewhere. Also, can you offset the plate so that it is closer to the center of the car, and away from the fog light?

Judging by the pic of the bracket, it wont adjust left or right very much. However. There is a plethora of holes for up and down movement. In theory, you could bolt the bracket on the very bottom of the plate, which would raise it well above the fog light opening.

yes I have offset brackets if you want one. You can move it towards the center so it won't affect a foglight.
Also, the bracket (not the mounting plate) has slots so there is side-to-side adjustment, see here:
