new brakes or some bs upsell?

i went to get some maintenance done and the people said that I needed new brakes, it is common for this car to need new brakes? It's a 2010 yaris (auto) with only 16000 miles on it! When I bought this car it already had 5,000 something miles on it.

I might go to the dealer or another shop later on this week to get a second opinion but I am kind of surprised since i thought brakes were supposed to last at least 25,000 to 30,000 miles. I don't drive with both feet ("riding the brakes") and I mostly use it to commute about 7-10 miles (14-20 miles total) each day. Mostly highway too, maybe like 1-2 miles is driven in the city.
