No power to engine fan

Recently replaced the water pump and alternator on my gf's 2009 yaris and while i was burping the system i noticed the fan never came on so i turned on the a/c because i knew it would turn the fan on....nothing... so i began checking the fuses all were good so i decided id throw a new relay in fan no. 2 power is coming into the relay but still no power being sent to the fan....fan still works i jumped power to it and it spins and its a new fan but test light shows no power coming into the plug...any help would be greatly appreciated because i'm about to set this thing on fire lol
