What about a reliable low cost independent shop? Friends who could recommend one? I bought the bolts and had such a shop do mine and it was under $30.00 IIRC...might have even been under $20.00. I've had them do other little things like clean the rear brakes along with adjusting the parking break, etc. They are just insanely inexpensive. They've been in business since 1973 and have two locations. When I think "expensive metros where the cost of everything is 'driven up'...", I think the West Coast, the Northeast, and South Florida....not Texas or NE Ohio
