Buy a can of brake cleaner and spray down the hubcap. Then whipe it quickly with some old rags. This will take off the paint. The paint will take months to cure so since its been recent it should just whipe off. Then you can easily repaint it. If you use a harsh cleaner like paint stripper it might damage the plastic hubcap a bit. Brake cleaner should be sufficient.
