you answered your own questions...

the hella is higher rated and will blow the fuse if it draws full current. and if the fuse is there to protect the circuit from more than 10 amps...then the wires are rated at 10 amps as well...and so on. so, if you put a 15a fuse in there you'll likely cause problems.
