I do almost all stop and go and my average tank MPG went from 35-37 down to ~31

You must have super heavy rims. lol. The 20's to 30's instant mpg I see if I do all city driving usually comes out to be ~34 mpg tank average, give or take 2 mpg.

My tire and VS-XX come out to be 43.5 lbs, front and rear set ups.
