headlight problem

My problem is with the drivers side headlight. I bought the car almost 2 years ago. Within 3 months the bulb went out. i replaced it and it went out again, flicked the plug and it came on. Whenever it would sit overnight and all day without using the lights, id turn it on and have to flick the plug again. It would come on by flicking for a couple weeks then eventually the bulb would go out. I put HID in and it doesnt go out ever, problem is that anyone in front of my car is blind. After blinding people for months, i try bulbs again and have the same problem. Flick and it comes on then eventually goes out. So i said wtf and put HID back in and have been burning eyes since. But im a target for police at night with these lights so i NEED to do something. If its a surge, how to i find it?

Ive been usuing the sylvannia bulbs. all the different types they have, ive tried.
