if the high-beams are working and the normal aren't,it can be a bad relay or a damaged fuse.perhaps even the connectors inside the handle you use to switch the lights to "normal" or "high" are damaged.
also,try another thing:leave the car operating on neutral and stationary ,and open the door while the lights are on "high". have you heard a beep of the warning system? if it's beeping, transfer the knob to "normal" and see what happens.i think this might give us a proper direction on how to solve this.
